HSAB Constitution

The HSAB Constitution outlines the aim of the HSAB, its objectives, functions, board members, coordinating the work of the HSAB and other local partnerships, budget, strategic plan and annual report, policies and procedures, HSAB governance and operational arrangements, sub-groups and confidentiality.

HSAB Structure

The Harrow Safeguarding Adults Board is comprised of a number of decision-making groups and operational subgroups to enhance multi-agency safeguarding practice for adults in Harrow. These groups are summarised in the organogram below:

HSAB Executive & Business Management Group (BMG)

  • The HSAB Board is responsible for making key decisions to enhance the safety and well-being of adults in Harrow. It is comprised of senior leaders from member agencies who represent their organisations, make strategic decisions to address safeguarding issues, and allocate resources to improve outcomes for adults. The HSAB Board meets on a quarterly basis.
  • The HSAB Executive is comprised of senior leaders from the three statutory partners as outlined in the Care Act 2014 – Harrow Council, NWL ICB and MPS NW-BCU. This group addresses high-level system issues, ensures the Board is appropriately resourced to deliver its duties, and handles matters unsuitable for the full HSAB. It meets four times per year.
  • The HSAB Business Management Group (BMG) oversees the progression of HSAB actions and sets the agenda for Board and Executive meetings. This group meets on a quarterly basis.

HSAB Subgroups

The HSAB operates three key subgroups to facilitate operational multi-agency learning and assurance:

This multi-agency subgroup evaluates potential SAR notifications to determine if thresholds are met. When a SAR is initiated, this subgroup oversees and administers the SAR reviewing process from commencement to publication of the final SAR report. This group is co-chaired by the Metropolitan Police and Central & North West London NHS Trust, ensuring statutory and discretionary learning reviews are conducting effectively. The subgroup meets quarterly, with additional meetings scheduled as necessary to progress SARs.

This subgroup analyses multi-agency data, conducts audits, and identifies safeguarding trends to recommend strategic responses. Its purpose is to provide the Safeguarding Adults Board with a strategic overview of the effectiveness of the work to safeguard adults. In order to achieve this, the Subgroup scrutinizes the performance of the multi-agency partnership, including the work to:

  • Prevent abuse and neglect; intervening early and reducing the escalation of risk
  • Identify, refer and respond to safeguarding concerns
  • Seek assurance on the broader safeguarding agenda
  • Support effective joint working across children and community safety

This subgroup is chaired by North West London Integrated Care Board and meets bimonthly.

This subgroup focuses on embedding structural learning and workforce development across all HSAB member agencies. This subgroup considers learning arising from other subgroups and how this can be implemented structurally to enhance safeguarding practice and, ultimately, outcomes for adults. It is chaired by Harrow Council and meets quarterly, with additional meetings as needed.
